The Sheriff's Office refers the public to the Washington State Patrol WATCH system for complete statewide criminal history checks. WATCH links records by fingerprints rather than just names, which makes it more accurate for a full background check. Local arrest data from the Sheriff may not capture out-of-county cases, so WATCH is the better tool when you need a complete picture.

Skamania County Public Records Requests

For county agency records other than court documents, the Skamania County Public Records office handles requests for Sheriff's incident reports, county department emails, permits, meeting minutes, and similar materials. Conviction vs. Non-Conviction Data Rules

Washington's Criminal Records Privacy Act, RCW 10.97, creates two categories. Conviction records, meaning cases that ended in a guilty plea, guilty verdict, or other adverse disposition, are fully public under RCW 10.97.050. Anyone can request them from any agency in Skamania County that holds them. There is no restriction based on who is asking or why.

Non-conviction data is not public. This category covers arrests and charges that did not lead to a conviction and where the case is now closed. Under RCW 10.97.080, this data may only go to criminal justice agencies or to the subject of the record. If a record contains both types, the non-conviction parts must be redacted before release to the public. This rule applies to Skamania County courts, the Sheriff's Office, and all local police agencies in the county.
