Whatcom County Superior Court and Bellingham Felony Cases

Felony criminal cases involving Bellingham residents or offenses committed in Bellingham are filed in Whatcom County Superior Court. The courthouse is centrally located in downtown Bellingham and is accessible during standard business hours.

Court records are public and can be accessed in person or through the Odyssey Portal. Copy fees follow state standards: regular copies are $0.50 per page, certified copies are $5.00 for the first page and $1.00 per additional page. The Superior Court handles felony criminal cases as well as civil matters over $100,000, family law, probate, guardianship, and juvenile cases. Not all records are online; older cases may need to be located by staff.

Since Bellingham is the Whatcom County seat, the Superior Court is close for most Bellingham residents. Walk-in access is available during regular business hours, and staff can help locate case information by party name or case number.

Bellingham Police Department Records Division

The Bellingham Police Department Records Division processes public records requests for police reports, incident reports, and other law enforcement records. Requests can be submitted online, by mail, or in person at the Police Department. The division follows the Washington Public Records Act, Chapter 42.56 RCW, and the Criminal Records Privacy Act, RCW 10.97.

Conviction records are public. Non-conviction data, meaning arrests that did not lead to a conviction, is restricted under RCW 10.97.080. Only criminal justice agencies or the record subject may receive non-conviction data. Active investigation files are exempt from release until the case closes. Once an investigation ends, records become available subject to applicable exemptions.

Whatcom County District Court Misdemeanor Records

Records are searchable through the Odyssey Portal and at in-person public access terminals at the courthouse. The court provides self-help forms for those representing themselves. For cases filed in Whatcom County outside Bellingham city limits, the District Court rather than Bellingham Municipal Court holds those records.

Note: Bellingham Municipal Court covers offenses within city limits. Whatcom County District Court holds records for incidents in unincorporated Whatcom County or other county areas.

Statewide Background Checks Through WSP WATCH

WATCH searches a fingerprint-linked statewide database that pulls records from all Washington counties, not just Whatcom.

Mail requests use the official Request for Conviction Criminal History Form from the WSP Criminal History Records page. Name-based mail requests cost $32.00. Fingerprint-based requests cost $58.00 and are more precise. Mail processing takes 7 to 10 business days. You can also visit the WSP office at 106 11th Ave SW Suite 1300, Olympia, WA 98501, Monday through Friday, 8:00 a.m. to 5:00 p.m.

To review your own full record, including non-conviction data, visit the Olympia office at no cost for up to thirty minutes. Bring government-issued photo ID. You may be fingerprinted to confirm your identity before access.

Note: WATCH covers conviction records and arrests less than one year old with pending dispositions. Non-conviction data older than one year is excluded from general public searches.

City of Bellingham Public Records Requests

For records from other city departments, use the City of Bellingham public records request process. This covers emails, meeting minutes, permits, and other city government documents. Police records go to the Police Department Records Division. Court records are handled by the Municipal Court under GR 31.

Under RCW 42.56.520, the city must respond within five business days. The response may provide the records, give a timeline, or deny the request with a specific statutory reason. You do not need to explain why you want the records. Fees cover actual copy costs only. Electronic delivery is encouraged when possible and is usually less expensive than paper.

DOC Inmate Search and Sex Offender Registry

If someone from Bellingham is currently in a Washington state prison, check the Department of Corrections Incarcerated Search. The database lists name, DOC number, age, and current facility. Conviction records, meaning cases ending in a guilty plea, verdict, or adverse disposition, are public under RCW 10.97.050 and can be released to anyone. Non-conviction data is different. Under RCW 10.97.030, records from cases that did not end in conviction and are no longer active can only go to criminal justice agencies, the record subject, or others specifically allowed by law.
