Everett Criminal History Records

Everett criminal history records are held by three offices: Everett Municipal Court for misdemeanors, Snohomish County Superior Court for felonies, and the Everett Police Department Records Division for police reports and arrest logs. As the Snohomish County seat, Everett is also home to the Superior Court itself, which means felony records for the entire county are filed right in the city. This guide covers each office, request procedures, fees, and how to get a statewide background check through the Washington State Patrol.

Everett Municipal Court Records

The Everett Municipal Court handles misdemeanor criminal cases, traffic violations, and city ordinance violations filed within Everett city limits. This covers offenses like first-offense DUI, theft under $750, simple assault, reckless driving, and other misdemeanors. All cases filed here are public records under Washington Court General Rule 31 unless sealed by judicial order.

Case information for Everett Municipal Court is searchable online at no cost through the Washington Courts Odyssey Portal. The portal shows party names, charge descriptions, hearing dates, and case dispositions. It does not include actual court documents. For certified copies or complete case files, contact the court clerk directly.

Non-certified copies cost $0.50 per page. Certified copies are $5.00 for the first page and $1.00 for each page after that. The court also has forms available for people who represent themselves. Call ahead to confirm current hours and any changes to in-person services before visiting. Mail requests are accepted with a written description of the case and fees enclosed.

Everett Municipal Court criminal history records

The Everett Municipal Court handles all misdemeanor and infraction cases filed in the city. Use the Odyssey Portal to check whether a case is on file before visiting the clerk's office in person.

Snohomish County Superior Court Felony Records

Felony criminal cases involving Everett residents, and all Snohomish County felonies, are filed at Snohomish County Superior Court. This is the court that handles murder, robbery, assault in the first or second degree, drug trafficking, and other serious crimes. The courthouse is at 3000 Rockefeller Ave, Everett, WA 98201, right in the city. Because Everett is the county seat, the Superior Court is local for city residents.

Snohomish County Superior Court case information is available through the Odyssey Portal. Search by party name or case number to confirm a case before requesting documents. The Snohomish County Clerk's public counter is open Monday through Friday during normal business hours. Copy fees follow the standard state schedule: $0.50 per page for regular copies and $5.00 plus $1.00 per additional page for certified copies.

Because the courthouse is in Everett, in-person records requests are convenient for local residents. You can walk in, request access to a public terminal, and search for case files yourself. Staff can assist if you are not sure which case file you need. For very old records that have been moved to off-site storage, additional retrieval time may apply. Call or ask at the counter before expecting same-day access to records from many years ago.

Everett Police Department Records

The Everett Police Department Records Division processes requests for police reports, incident records, and arrest logs from within Everett. Requests may be submitted online through the city's public records portal, by mail, or in person at the Police Department. The department responds under Chapter 42.56 RCW and must give an initial response within five business days.

Conviction records are public and available to any requestor. Non-conviction data is restricted under RCW 10.97. Arrests that did not result in a conviction and where the case has closed can only go to criminal justice agencies, the subject of the record, or those specifically authorized by law. If your request turns up arrests without convictions, the department will redact those before releasing the file.

Records tied to active investigations are generally exempt until the investigation closes. All requests must be in writing. Phone inquiries are not processed as formal records requests. For crime statistics, check the Everett Police Crime Statistics page, which provides aggregate data on criminal activity in the city. For any specific case file or incident report, a formal written request is required.

City of Everett public records portal criminal history

The City of Everett provides a centralized public records portal for submitting requests to city departments including the Police Department.

City of Everett Public Records Requests

For city agency records that are not court documents or police reports, use the City of Everett Public Records portal. This covers city emails, contracts, meeting minutes, permits, budget documents, and similar records held by city departments. Police reports must be requested from the Police Department separately. Court records must go through the court clerks.

The city must respond to any public records request within five business days under RCW 42.56.520. The response will provide the records, give a timeline for when they will be ready, or deny the request with a specific statutory reason. You do not need to explain why you want the records. Fees are limited to actual reproduction costs. Electronic delivery is often the fastest and cheapest option. If a request is denied, you can appeal to Snohomish County Superior Court, which is conveniently located in Everett.

Statewide Background Checks Through WSP WATCH

For a full statewide criminal history check on an Everett subject, the Washington State Patrol is the right source. The WATCH system (Washington Access to Criminal History) gives online results in minutes for $11.00 per search. You pay by credit or debit card. Results appear right away. WATCH draws from a fingerprint-linked statewide database covering all 39 Washington counties.

Mail requests cost $32.00 for a name-based search or $58.00 with a fingerprint card for a more precise match. Processing takes 7 to 10 business days. Full details are at the WSP Criminal History Records page. In-person visits to the WSP office are available at 106 11th Ave SW Suite 1300, Olympia, WA 98501, Monday through Friday, 8:00 a.m. to 5:00 p.m.

If you want to review your own complete record, including non-conviction data, you can do that in person at the Olympia office at no charge, for up to thirty minutes. Bring a valid government-issued photo ID. You may be fingerprinted to confirm identity before the review starts. This in-person option lets you see non-conviction data that is not available in the standard public WATCH search.

Note: WATCH results include conviction records and arrests less than one year old with pending dispositions. Non-conviction data older than one year is not included in public search results.

Washington Criminal Records Privacy Act

Washington's Criminal Records Privacy Act, RCW 10.97, sets the rules that apply to every records request in Everett and across the state. Conviction records are fully public under RCW 10.97.050. Any member of the public can request them. Non-conviction data is restricted to criminal justice agencies, the subject of the record, and others specifically authorized by law.

If a record file contains both conviction and non-conviction data, the holding agency must separate them before release. Only conviction data goes out to the public. Non-conviction data is redacted. If you believe your own record has errors, file a Request for Modification of Record Form with the WSP Criminal History Records Section. The section reviews the challenge and corrects the record if the claim is substantiated. Conditions for deleting old non-conviction records entirely are in RCW 10.97.060, including no prior convictions and waiting periods that vary by offense type.

DOC Inmate Search and Sex Offender Registry

If someone from Everett is in a Washington state prison, check the Department of Corrections Incarcerated Search. The database shows name, DOC number, age, and current facility. For release dates or supervision status, contact DOC directly. Federal inmates are not in this database. Use the Federal Bureau of Prisons website for those cases.

For registered sex offenders in Everett, the statewide registry is at WASPC Sex Offender Information. Adults with Class A sex offense convictions must register for life. Class B offenses require fifteen years of registration. Class C offenses require ten years. Offenders register in person with the Snohomish County Sheriff under RCW 9A.44.130. The Snohomish County Sheriff's Office, also in Everett, handles registration for city residents.

Historical Court Records

For older Everett and Snohomish County criminal cases that predate the Odyssey Portal, the Washington State Digital Archives may have what you need. The archives hold Superior Court records from multiple Washington counties, including older Snohomish County criminal case files and judgment rolls. Some records go back many decades. Availability varies by time period and case type.

Because Everett is the county seat, the Snohomish County Clerk's Office is a convenient local resource for historical record research. For cases moved to off-site storage, call the clerk's office in advance to ask about retrieval times. Older records can take several business days to pull, so plan accordingly if you need them for legal proceedings or background research.
