Find Criminal History Records in Bellevue
Bellevue criminal history records are maintained by the Bellevue Municipal Court for misdemeanor cases, by King County Superior Court for all felony matters, and by the Bellevue Police Department for incident reports and arrest logs. This page explains each office, what records they hold, how to request copies, and how to run a statewide background check through the Washington State Patrol WATCH system for any Bellevue subject.
Bellevue Overview
Bellevue Municipal Court Records
The Bellevue Municipal Court handles misdemeanor criminal cases, gross misdemeanors, traffic violations, and city ordinance violations within Bellevue city limits. Court records here include charging documents, hearing notices, plea agreements, and final dispositions. All of these are public under Washington Court General Rule 31 unless sealed by a judge.
You can search Bellevue Municipal Court cases through the Washington Courts Odyssey Portal for free. The portal shows case summaries, charge descriptions, and outcomes for recent filings. Older records may require an in-person visit to the court. Full case documents are not available online; you must contact the court to order copies.
The Bellevue Municipal Court is located at 450 110th Avenue NE, Bellevue, WA 98004. Office hours run Monday through Friday during normal business hours. Non-certified copies are $0.50 per page. Certified copies are $5.00 for the first page plus $1.00 per additional page. The court also provides self-help forms for individuals who represent themselves.
King County Superior Court and Bellevue Felony Records
Felony cases involving Bellevue residents or offenses committed in Bellevue go to King County Superior Court. This is the state's largest trial court. The Department of Judicial Administration, also known as the Superior Court Clerk's Office, maintains all case records. The court operates at the King County Courthouse in Seattle and the Maleng Regional Justice Center in Kent, which serves the eastern part of King County where Bellevue sits.
The KC-Script/LINX public portal provides free name and case number searches for King County Superior Court records, including criminal, civil, family law, and probate cases that are not sealed. For copies, contact the Clerk's Office at (206) 477-1400. Non-certified copies cost $0.50 per page; certified copies are $5.00 for the first page plus $1.00 for each additional page. Records filed before July 1, 1979 are on microfilm and require an in-person visit to the downtown Seattle clerk's office.
If a case involved Bellevue but ended in a plea agreement years ago, it may be in the LINX portal or may require an in-person search. Both locations are equipped with public access terminals for walk-in searches.
Bellevue Police Department Records and Support Services
The Bellevue Police Department Records Unit handles public records requests for police reports, incident reports, and law enforcement records. The unit is also responsible for tracking stolen, recovered, and impounded property, and processing concealed pistol license applications. Records requests may be submitted online through the city's public records portal, by mail, or in person at the Police Department.
The department follows the Washington Public Records Act, Chapter 42.56 RCW, and the Criminal Records Privacy Act, RCW 10.97. Conviction records are public. Non-conviction data, meaning arrests that did not lead to a conviction and where proceedings have closed, is restricted to criminal justice agencies and the record subject. Active investigation files are also exempt from release until the case is closed.
For a complete statewide criminal history search, the Bellevue Police Department will refer you to the WSP WATCH system. Local police records cover only incidents within Bellevue city limits.
Statewide Background Check via WSP WATCH
The Washington State Patrol offers the most thorough option for Bellevue criminal history. The WATCH system gives online results in minutes for $11.00 per search. Pay by credit or debit card. WATCH uses a fingerprint-linked statewide database that captures records from all Washington counties, not just King County or Bellevue.
Mail requests use the Request for Conviction Criminal History Form from the WSP Criminal History Records page. A name-based mail search costs $32.00. A fingerprint card submission costs $58.00 and is more precise for people with common names. Mail processing takes 7 to 10 business days. In-person requests can be made at the WSP office, 106 11th Ave SW Suite 1300, Olympia, WA 98501, Monday through Friday, 8:00 a.m. to 5:00 p.m.
To review your own full record, including non-conviction data, you can visit the Olympia office at no cost for up to thirty minutes. Bring government-issued photo ID. The office may fingerprint you to confirm your identity before access is granted.
Note: WATCH results include conviction records and arrests less than one year old with pending dispositions. Non-conviction data older than one year is not included in public searches.
City of Bellevue Public Records Requests
For records from other Bellevue city departments, use the City of Bellevue Public Records portal. This covers city emails, permits, meeting minutes, and other government documents. Police records and court records must be requested directly from those departments.
Under RCW 42.56.520, the city must respond to any public records request within five business days. The response might provide the records, give an estimated completion date, or deny the request with a specific statutory reason. You do not need to explain why you want the records. Fees cover actual reproduction costs only. Electronic delivery is encouraged when possible.
If the city denies your request, you can appeal to King County Superior Court. The city must prove the exemption applies. Most routine requests for non-exempt records are fulfilled without issue.
King County District Court Records for Bellevue
Some misdemeanor matters may appear in the King County District Court, particularly cases from before Bellevue's municipal court assumed jurisdiction or involving areas at the city boundary. The District Court operates at locations throughout King County, including a Bellevue courthouse. Records are searchable through the Odyssey Portal, and public access terminals are available at all District Court locations.
King County District Court handles misdemeanors, gross misdemeanors, traffic offenses, civil claims under $100,000, and small claims. For copies of records, contact the clerk's office at the relevant location or request through the portal.
DOC Inmate Search and Sex Offender Registry
If someone from Bellevue is currently in a Washington state prison, check the Department of Corrections Incarcerated Search. The database shows name, DOC number, age, and current facility. For federal inmates, use the Federal Bureau of Prisons website.
The WASPC Sex Offender Registry lists registered sex offenders in Bellevue and nearby areas. Class A sex offense convictions require lifetime registration. Class B requires fifteen years. Class C requires ten. Offenders register with the Sheriff in their county of residence, meaning King County Sheriff's Office handles Bellevue-area registrants under RCW 9A.44.130.
Conviction vs. Non-Conviction Data in Bellevue Records
Washington's Criminal Records Privacy Act, RCW 10.97, sets clear rules on what can be released. Conviction records, meaning cases that ended in a guilty plea or verdict, are public and can be released to anyone under RCW 10.97.050. Non-conviction data is different. Under RCW 10.97.030, records from cases that did not lead to a conviction and are no longer active are restricted. Only criminal justice agencies, the record subject, or others explicitly permitted by law may access them.
If you believe your Bellevue record has errors or improperly listed non-conviction data, submit a Request for Modification of Record Form to the Washington State Patrol. Corrections are made if the evidence supports the challenge. Conditions for deleting old non-conviction records are set out in RCW 10.97.060, which includes waiting periods and a requirement of no prior convictions.
