Jefferson County Criminal History Records

Jefferson County criminal history records are held by three main offices in Port Townsend: the Superior Court Clerk for felony cases, the District Court for misdemeanor matters, and the Sheriff's Office for arrest logs and jail bookings. Both courts share the same courthouse address at 1820 Jefferson Street, Port Townsend, WA 98368, which makes in-person visits more convenient. Recent case data is also searchable free of charge through the Washington Courts Odyssey Portal. This guide explains where each type of record lives, how to submit a request, what copies cost, and how to run a complete statewide background check through the Washington State Patrol.

Jefferson County Superior Court Records

The Jefferson County Superior Court is the court of general jurisdiction and handles all felony criminal cases filed in the county. The Clerk of Superior Court is located at 1820 Jefferson Street, Port Townsend, WA 98368. Records on file include charging documents, plea agreements, sentencing orders, and judgment rolls. The court also maintains civil cases over $300, family law proceedings, probate matters, and juvenile cases. All of these records are public under Washington Court General Rule 31 unless a judge has specifically ordered a file sealed.

You can visit in person Monday through Friday during normal business hours to view records at the public access terminal or to request paper copies. Non-certified copies cost $0.50 per page. Certified copies are $5.00 for the first page and $1.00 for each page after that. If you bring the case number or the party's full name when you arrive, the clerk can locate the file much faster. Walk-ins are welcome; calling ahead for larger requests is a good idea.

Recent cases are also searchable online at no cost. The Washington Courts Odyssey Portal provides free access to case summaries, hearing dates, and disposition outcomes for Jefferson County Superior Court filings. The portal shows what charges were filed and how each case ended. Actual documents must still be ordered through the clerk's office in Port Townsend.

Jefferson County District Court Records

The Jefferson County District Court handles misdemeanor and gross misdemeanor criminal cases, traffic infractions, and civil matters under $100,000. Cases that fall below felony level, such as first-offense DUI, simple assault, and petty theft, are filed here rather than in Superior Court. The District Court shares the courthouse at 1820 Jefferson Street, Port Townsend, WA 98368, which means you can check both courts in a single visit if needed.

District Court records are public and can be searched through the Odyssey Portal. For records not available online, or when certified copies are needed, visit in person or send a written request by mail. Include the case number or party name and enclose payment for applicable copy fees. Standard forms for self-represented litigants are available at the courthouse or through the court's website.

Note: Both the Superior Court and District Court share the courthouse at 1820 Jefferson Street, Port Townsend. Felony cases go to Superior Court; misdemeanor cases go to the District Court in the same building.

Jefferson County Sheriff Arrest Records and Jail Logs

The Jefferson County Sheriff's Office handles law enforcement for unincorporated parts of Jefferson County and operates the county jail. The records division maintains arrest logs, incident reports, and jail booking information. These are public records under Washington's Public Records Act, Chapter 42.56 RCW. Active investigation files are generally exempt from release until a case is closed.

Conviction records held by the Sheriff can be released to anyone who asks. Non-conviction data is different. Under RCW 10.97.080, records of arrests that did not result in a conviction can only be released to criminal justice agencies or to the subject of the record. If a file contains both types of entries, the Sheriff will redact the non-conviction data before handing over the rest.

Jefferson County is largely rural, and the Sheriff's Office serves as the main law enforcement agency for most of the county's land area. For a complete statewide criminal history picture rather than just local arrest data, the Sheriff will refer you to the Washington State Patrol WATCH system, which draws from a fingerprint-linked database covering all of Washington state.

Statewide Background Checks Through WSP WATCH

The best way to get an official conviction record for a Jefferson County subject is through the Washington State Patrol. The WATCH system (Washington Access to Criminal History) delivers results online right away for $11.00 per search. You pay by credit or debit card and results come back immediately. WATCH is fingerprint-linked, which makes it more reliable than a name-only court search that might miss aliases or return false matches.

Mail requests are also accepted using the official Request for Conviction Criminal History Form. A name-based mail search costs $32.00. Adding a fingerprint card bumps the fee to $58.00 and greatly improves match accuracy. Mail processing typically takes 7 to 10 business days. In-person requests can be made at the WSP office at 106 11th Ave SW Suite 1300, Olympia, WA 98501, Monday through Friday from 8:00 a.m. to 5:00 p.m.

Full details on the request process are posted at the WSP Criminal History Records page. If you want to review your own complete record, including non-conviction data not available to the general public, you may do so in person at the Olympia office for free for up to thirty minutes. Bring a valid government-issued photo ID and be prepared to be fingerprinted for identity verification.

Note: WATCH results include conviction records and arrests under one year old with pending dispositions. Non-conviction data older than one year is not included in public searches.

Public Records Requests in Jefferson County

For county agency records that are not court documents, use the Jefferson County Public Records request process. This covers Sheriff incident reports, county department emails, meeting minutes, and similar administrative records. Court records are handled separately by the court clerks under Washington Court General Rule 31 and must be requested from the clerk's office directly.

Under RCW 42.56.520, Jefferson County must respond to any public records request within five business days of receiving it. The county can deliver the records, give an estimate of when they will be ready, or deny the request with a specific legal basis. You do not need to explain why you want the records. Fees cover only the actual cost of copying, not the cost of staff time spent locating files.

Electronic delivery is preferred and costs less than paper copies. If a request is denied, you can appeal to the superior court in the county where the record is held. The burden falls on the agency to prove the exemption applies, not on you to prove you are entitled to the records.

Conviction vs. Non-Conviction Data Rules

Washington's Criminal Records Privacy Act, RCW 10.97, draws a firm line between conviction records and non-conviction data. Conviction records cover cases that ended in a guilty plea, verdict, or other adverse finding. These can be released to anyone under RCW 10.97.050 without special authorization or a stated reason.

Non-conviction data is a separate category. Under RCW 10.97.030, this covers records from cases that did not end in a conviction and where the case is no longer active. These records can only go to criminal justice agencies, to the subject of the record, or to others specifically allowed by law. If a file mixes conviction and non-conviction entries, the agency must strip out the non-conviction data before releasing the rest to the public.

If your own record has errors, you can submit a Request for Modification of Record Form to the Washington State Patrol. If the challenge is valid, the Criminal History Records Section corrects the file. The rules for deleting old non-conviction records are in RCW 10.97.060, which sets conditions including no prior convictions and specified waiting periods before deletion is permitted.

DOC Inmate Search and Sex Offender Registry

To find a Jefferson County resident currently in a Washington state prison, use the Department of Corrections Incarcerated Search. The database shows name, DOC number, age, and current facility. For release dates or supervision conditions, contact DOC directly. Federal inmates are not included in this tool; use the Federal Bureau of Prisons locator for those cases separately.

Registered sex offenders in Jefferson County appear in the public registry maintained by the Washington Association of Sheriffs and Police Chiefs at WASPC Sex Offender Information. Class A sex offenders register for life. Class B offenders register for fifteen years. Class C offenders register for ten years. All registration takes place in person at the Sheriff's Office in the county of residence under RCW 9A.44.130.

Historical Jefferson County Court Records

For older Jefferson County criminal cases that predate the Odyssey Portal, the Washington State Digital Archives may have what you need. The archives hold Superior Court records from Washington counties, including older criminal case files, judgment rolls, and historical proceedings. Jefferson County is one of Washington's original counties, so some records in the archives date back quite far. Availability varies by time period, so searching online before contacting the clerk's office is a practical first step.

The MRSC Criminal History and Arrest Records page provides a useful overview of Washington's public disclosure rules for law enforcement and court records. It is a solid starting point if you are not sure what types of records Washington law makes available to the general public.
