Find Douglas County Criminal History
Douglas County criminal history records are held by the Superior Court Clerk, the District Court, and the Sheriff's Office in Waterville. The county courthouse at 213 S. Rainier Street is the central point for felony case files, misdemeanor records, and arrest data in this north-central Washington county. East Wenatchee, the largest community in Douglas County, has its own police department but its criminal cases run through the same county court system. This page covers where to find records, how to request copies, fees, and how to run a statewide background check through the Washington State Patrol.
Douglas County Overview
Douglas County Superior Court Criminal Records
The Douglas County Superior Court is the court of general jurisdiction for the county. It handles all felony criminal cases filed in Douglas County along with civil matters over $300, family law, probate, and juvenile proceedings. The Clerk of Superior Court keeps the official case files at 213 S. Rainier Street, Waterville, WA 98858. Office hours run Monday through Friday, 8:00 a.m. to 5:00 p.m.
Felony case records include charging documents, arraignment orders, plea agreements, sentencing orders, and judgment rolls. All are public records under Washington Court General Rule 31 unless a judge has ordered specific documents or the entire case sealed. Non-certified copies cost $0.50 per page. Certified copies run $5.00 for the first page and $1.00 for each page after that. If you have the case number or defendant name ready when you visit or call, staff can locate the file faster.
Recent Douglas County cases appear on the Washington Courts Odyssey Portal at no cost. The portal shows party names, charge descriptions, hearing dates, and how the case resolved. It does not post actual documents. To get copies of charging documents, plea agreements, or sentencing orders, you must contact the clerk's office directly. Douglas County's courthouse is in Waterville, which is a small town separate from the more populous East Wenatchee area along the Columbia River.
The court uses the Odyssey case management system for electronic records. Older cases filed before Odyssey was implemented may require an in-person visit to the courthouse to access physical files. The clerk's office can tell you whether a specific older case has been converted to electronic format or remains only in paper form in the archive.
Douglas County District Court Misdemeanor Records
The Douglas County District Court handles misdemeanor and gross misdemeanor criminal cases, traffic violations, civil matters under $100,000, and small claims. The court is at 213 S. Rainier Street, Waterville, WA 98858. Cases at this level include first-offense DUI, simple assault, theft under $750, and traffic offenses.
District Court records are public and most recent cases appear on the Odyssey Portal. For copies of documents or records that predate the portal, contact the clerk in person or send a written request with the case information and applicable fees. The court provides forms for self-represented litigants in small claims and other matters. It operates in partnership with neighboring Chelan County for certain jail and detention services, though the court records themselves remain separate.
If you are unsure whether a case was heard at the District Court or Superior Court level, check the Odyssey Portal first. It searches both courts and tells you which court holds the record. That saves a trip to the wrong office. East Wenatchee also has a municipal court for city code violations, which is separate from both the county Superior Court and District Court systems.
Note: Douglas County District Court shares certain services with Chelan County but maintains separate records. Felony records are at the Superior Court Clerk in Waterville, not the District Court.
Douglas County Sheriff Arrest Records and Jail Logs
The Douglas County Sheriff's Office provides law enforcement for unincorporated areas of the county and maintains arrest records, incident reports, and booking data. These are public records under the Washington Public Records Act, Chapter 42.56 RCW. Active investigation files are generally exempt from release until a case closes.
Conviction records held by the Sheriff can be released to the public without restriction under RCW 10.97.050. Non-conviction data is different. Under RCW 10.97.080, records from arrests that did not result in a conviction and where proceedings have ended can only go to criminal justice agencies or to the subject of the record. The Sheriff must redact those portions before giving anything to the public. This rule applies county-wide regardless of which agency made the arrest.
The Sheriff's Office participates in the Chelan-Douglas Regional Criminal Justice Center for jail services. Douglas County inmates may be housed at the Chelan County Regional Justice Center rather than a Douglas-only facility. The Sheriff's records division handles public requests in person during regular business hours. For a full statewide criminal record, the Sheriff's Office will direct you to the Washington State Patrol WATCH system, which draws from a fingerprint-linked database covering all Washington counties.
Douglas County Public Records Requests
For county agency records that are not court documents, submit a request to the Douglas County public records office or the relevant department. Requests can be submitted online or in person at the courthouse. Under RCW 42.56.520, Douglas County must respond within five business days. The response may provide records, acknowledge receipt with a timeline, or deny the request with a specific statutory reason.
You do not need to give a reason for your request. The county cannot ask why you want the records except in unusual circumstances. Fees cover only actual copy costs and not staff time spent finding the records. Electronic delivery is available when possible and costs less than paper. Court records are handled separately by the court clerks under Washington Court General Rule 31 rather than the Public Records Act, so requests for court documents should go to the Superior Court or District Court clerk directly.
If a request is denied, you can appeal to the superior court in the county where the record is held. The burden falls on the agency to show that the exemption it claims actually applies. It helps to be specific about the dates, people, and record types you are requesting so the county can locate the correct files without delay.
WSP WATCH Statewide Background Check
For an official conviction record on a Douglas County resident, use the Washington State Patrol's WATCH system (Washington Access to Criminal History). Online searches cost $11.00 and return results right away. WATCH draws from a fingerprint-linked statewide database that covers all Washington counties, not just Douglas. Pay by credit or debit card for immediate access.
Mail requests cost $32.00 for a name-based check or $58.00 with a fingerprint card. A fingerprint submission gives a definitive biometric match and avoids errors that can occur with common names. Mail processing takes 7 to 10 business days. Send requests to: Identification and Background Check Section, PO Box 42633, Olympia, WA 98504-2633. In-person service is at 106 11th Ave SW Suite 1300, Olympia, WA 98501, Monday through Friday, 8:00 a.m. to 5:00 p.m.
To review your own complete record, including non-conviction data, visit the Olympia office in person. That service is free for up to 30 minutes. Bring a valid government-issued photo ID. You may be fingerprinted for identity verification. Full details are at the WSP Criminal History Records page. WATCH results include conviction records and arrests less than one year old with pending dispositions, but do not include non-conviction data older than one year for public searches.
Conviction vs. Non-Conviction Data Rules
Washington's Criminal Records Privacy Act, RCW 10.97, applies uniformly across all counties including Douglas. Conviction records, cases that ended in a guilty plea, verdict, or adverse disposition, are public under RCW 10.97.050. Anyone can request them without giving a reason. Non-conviction data covers arrests and charges where no conviction followed and the case is no longer pending. Under RCW 10.97.030 and 10.97.080, that data is restricted to criminal justice agencies and the subject of the record.
When a record contains both types of data, the releasing agency must redact the non-conviction portions before handing anything to the public. If you believe your own record has errors, submit a Request for Modification of Record Form to the Washington State Patrol. The Criminal History Records Section reviews each challenge and corrects errors that are substantiated. RCW 10.97.060 covers the conditions for removing old non-conviction records, including waiting periods and the absence of prior convictions.
DOC Inmate Search and Sex Offender Registry
If a Douglas County resident is currently in a Washington state prison, search the Department of Corrections Incarcerated Search. It shows name, DOC number, age, and current facility. For release dates or supervision conditions, contact the DOC directly. The DOC database does not include federal inmates; check the Federal Bureau of Prisons website for those cases.
Registered sex offenders in Douglas County appear in the statewide registry at WASPC Sex Offender Information. Adults convicted of Class A sex offenses must register for life. Class B requires 15 years of registration. Class C requires 10 years. Offenders register in person at the Sheriff's Office in their county of residence under RCW 9A.44.130. The WASPC registry includes current address, employer, and school information where public disclosure is authorized by risk level.
Historical Records and Digital Archives
Older Douglas County criminal cases that predate the Odyssey system may be available through the Washington State Digital Archives. The archives hold Superior Court records from multiple Washington counties, including older criminal case files and judgment rolls. The Eastern regional branch in Cheney serves Douglas County and other north-central Washington counties. Availability varies by time period and record type, and some older documents have been scanned and indexed for remote search.
For a general overview of Washington's criminal records disclosure rules, the MRSC Criminal History and Arrest Records page explains what agencies must release, what they can withhold, and how RCW 10.97 interacts with the Public Records Act. This is a useful starting point if you are unsure whether a specific record type is public in Washington.
