Vancouver Police Department Records

The Vancouver Police Records Division is open to the public Monday through Friday, 8 a.m. to 5 p.m., excluding holidays. The division is at the Vancouver Police Department West Precinct, 2800 NE Stapleton Rd, Vancouver, WA. Records staff process police reports, citations, and entry and removal of warrants and stolen items in NCIC and WACIC around the clock, but public walk-in service follows business hours.

Public services at the Records Division include Concealed Pistol Licenses, Firearms Dealer Licenses, and local background checks. A local background check from VPD contains any contact with the Vancouver Police Department but does not include conviction or court disposition information. It shows VPD police contacts only. For a full conviction history, you need the Washington State Patrol WATCH system, which pulls from a statewide fingerprint-linked database.

Conviction records are public. Non-conviction data, meaning cases that did not end in a conviction and where proceedings have closed, is restricted under RCW 10.97. If a VPD record includes both types of data, the division will redact non-conviction portions before release. Note that as of January 2017, the Clark County Sheriff's Office no longer maintains police reports for the Vancouver Police Department. All VPD records go to VPD directly.

Vancouver Municipal Court Records

The Vancouver Municipal Court handles misdemeanor criminal cases, traffic violations, and city ordinance violations within Vancouver city limits. First-offense DUI, domestic violence misdemeanors, simple assault, theft under $750, and most traffic infractions are filed here. The court maintains records for every case it hears, and those records are public under Washington Court General Rule 31.

Court records can be accessed in person during business hours. Cases can also be searched online through the Washington Courts Odyssey Portal. Clark County participates in the Odyssey case management system, so Vancouver Municipal Court cases appear in the statewide portal. The portal shows case summaries, party names, charges, hearing dates, and dispositions at no cost. Full documents or certified copies must be ordered from the court clerk directly.

The court also provides forms and assistance for individuals who represent themselves. If you are looking for a specific case and are not sure which court holds it, a search in Odyssey will usually show you right away. Municipal Court handles city-level misdemeanors. Anything charged as a felony goes to Clark County Superior Court, not Municipal Court. The distinction matters when you are deciding which office to contact for records.

Clark County Superior Court Felony Cases

All Vancouver felony cases are filed in the Clark County Superior Court. The Clerk of Superior Court is at the Clark County Courthouse, 1200 Franklin Street, Vancouver, WA 98660. Because Vancouver is the county seat, the courthouse is within the city. Office hours run Monday through Friday, 8:00 a.m. to 5:00 p.m. The clerk maintains charging documents, plea agreements, sentencing orders, and judgment rolls for all felony criminal matters in Clark County.

Recent cases are searchable through the Washington Courts Odyssey Portal. Clark County uses Odyssey, so you can find case information online at no charge. The portal shows case summaries, docket entries, party names, and hearing information. For actual documents or certified copies, you contact the clerk's office. Non-certified copies cost $0.50 per page for physical copies or $0.25 per page for emailed copies. Certified copies are $5.00 for the first page plus $1.00 for each additional page per document.

One thing to know about Clark County Superior Court: records filed before 1979 carry an extra $30 research fee in addition to standard copy fees. Written verification for criminal searches costs $5.00 for cases filed since 1979. If you are searching historical records, factor in that extra fee. For very old cases, the Washington State Digital Archives may have digitized records from Clark County going back to the territorial era.

Clark County District Court

The Clark County District Court handles misdemeanor and gross misdemeanor cases originating in unincorporated Clark County and some transferred cases. The court is also at 1200 Franklin Street, Vancouver, WA 98660, and operates Monday through Friday, 8:00 a.m. to 4:30 p.m. Clark County District Court cases are searchable through the Odyssey Portal. For copies of specific documents or older records not available online, submit a request to the District Court clerk's office directly or through the county's public records portal.

Public Records Requests for District Court administrative records, as opposed to case records, go through the county public records portal or can be mailed to the court. Case records themselves are governed by court rules under Washington Court General Rule 31. If the document you need is a case file item, contact the court clerk. If it is a court administrative record like budget documents or staff policies, use the county public records request route.

City of Vancouver Public Records

The City of Vancouver Public Records Request Portal handles requests for city government records beyond police materials. The city uses an online portal where requestors create an account and submit requests with as much identifying detail as possible. The more specific your request, the faster the response. The city responds to all requests within five business days as required by RCW 42.56.520.

The response will either deliver the records, provide an estimated timeline with an explanation, or deny the request and cite the specific statutory exemption. You do not need to give a reason for requesting records. The city cannot ask why you want them except in very limited circumstances. Fees cover only actual reproduction costs. Records sent electronically cost less than paper copies. Court records, whether Superior, District, or Municipal, must be requested from the appropriate court clerk rather than the city's general public records office.

Statewide Background Checks Through WSP WATCH

For a full conviction history on a Vancouver resident, the Washington State Patrol is the most reliable source. The WATCH system (Washington Access to Criminal History) delivers online results immediately for $11.00 per search. WATCH pulls from a fingerprint-linked statewide database, so results are tied to biometric identity rather than just a name. This matters for people with common names or multiple aliases.

Mail requests cost $32.00 for a name-based search or $58.00 if you submit a fingerprint card. Mail processing takes 7 to 10 business days. In-person service is at the WSP office at 106 11th Ave SW Suite 1300, Olympia, WA 98501, weekdays from 8:00 a.m. to 5:00 p.m. The full request process is at the WSP Criminal History Records page. A notarized background check letter is available for an extra $10.00 if you need official documentation for an employer or landlord.

WATCH results include conviction records and arrests under one year old with dispositions still pending. Non-conviction data older than one year does not appear in public searches. To review your own complete record including non-conviction data, visit the Olympia WSP office for free. You have up to thirty minutes and must bring a valid government-issued photo ID. Fingerprinting may be required for identity confirmation.

Note: VPD local background checks and WATCH are two different products. VPD shows local police contact history only. WATCH shows statewide conviction data from all Washington agencies.

Conviction vs. Non-Conviction Data

Washington's Criminal Records Privacy Act, RCW 10.97, divides criminal records into two categories. Conviction records, meaning cases that ended in a guilty plea, verdict, or other adverse finding, are fully public under RCW 10.97.050. Anyone can get them without explaining why.

Non-conviction data covers arrests and charges where no conviction resulted and the case is no longer active. Under RCW 10.97.030 and RCW 10.97.080, these records may only go to criminal justice agencies, to the subject of the record, or to those the law specifically allows. When an agency holds a record that contains both conviction and non-conviction data, it must redact the non-conviction parts before public release. This applies to VPD records, Vancouver Municipal Court files, and Clark County court documents alike.

If your own record has errors, you can submit a Request for Modification of Record Form to the Washington State Patrol. A successful challenge results in the Criminal History Records Section correcting the record. Rules for removing old non-conviction data are in RCW 10.97.060, which sets minimum waiting periods and requires no prior convictions. DOC Inmate Search and Sex Offender Registry

To find a Vancouver resident currently in a Washington state prison, use the Department of Corrections Incarcerated Search. The database shows name, DOC number, age, and current facility. Contact DOC directly for details like release dates or supervision conditions. Federal inmates are not in this database; check the Federal Bureau of Prisons for those cases.

For registered sex offenders in Vancouver, the statewide registry is maintained by the Washington Association of Sheriffs and Police Chiefs. Access it at WASPC Sex Offender Information. Class A sex offense convictions require lifetime registration. Class B carries fifteen years. Class C carries ten years. Under RCW 9A.44.130, offenders must register in person at the Sheriff's Office in their county of residence, which for Vancouver residents means the Clark County Sheriff's Office.
