Lacey Municipal Court Records
The Lacey Municipal Court handles misdemeanor criminal cases, traffic violations, and city ordinance violations that occur within Lacey city limits. If you want to review your own complete record, including non-conviction data, you can do so in person at the Olympia WSP office free of charge for up to 30 minutes. Bring a valid government-issued photo ID and be prepared for fingerprinting as identity confirmation.
City of Lacey Public Records Process
For city agency records that are not police or court documents, use the City of Lacey Public Records process. This covers city department emails, meeting minutes, permits, and similar government records. Police reports must still be requested from the Police Department. Court case files must be requested from the Municipal Court or the Superior Court, depending on the charge level.
Under RCW 42.56.520, the city must respond within five business days of getting a request. The response may provide the records, give an estimate for when they will be ready, or deny the request with a specific statutory reason. You don't need to say why you want the records. Fees cover only actual copying costs, not staff time spent searching for the records.
Electronic copies cost less than paper. The city encourages electronic delivery when possible. If a denial seems wrong, you can appeal to the Thurston County Superior Court, and the burden falls on the city to prove the exemption applies.
Conviction vs. Non-Conviction Data
Washington's Criminal Records Privacy Act, RCW 10.97, draws a clear line between conviction records and non-conviction data. Conviction records, meaning cases that ended in a guilty plea, verdict, or other adverse disposition, are public. Anyone can get them under RCW 10.97.050.
Non-conviction data is different. Under RCW 10.97.030, this means records from cases that did not lead to a conviction and where the case is no longer active.
