Bremerton Criminal History Records
Bremerton criminal history records are held across three main offices: the Bremerton Municipal Court for misdemeanor cases filed within city limits, Kitsap County Superior Court in Port Orchard for all felony matters, and the Bremerton Police Department Records Division for local incident and arrest records. Each office keeps a different piece of the record system. The Washington Courts Odyssey Portal gives free online access to recent case data. This guide covers all three offices, how to request records from each, fee schedules, and how to get a statewide background check through the Washington State Patrol WATCH system.
Bremerton Overview
Bremerton Municipal Court Records
The Bremerton Municipal Court handles misdemeanor and gross misdemeanor criminal cases, traffic violations, and city ordinance matters filed within Bremerton city limits. Cases at this level include first-offense DUI, simple assault, petty theft, and violations of local ordinances. All case records are public under Washington Court General Rule 31 unless a judge has ordered them sealed.
You can search Bremerton Municipal Court cases through the Washington Courts Odyssey Portal at no cost. The portal shows party names, charges, hearing dates, and final dispositions. It does not post actual documents online. To get copies of case files, contact the court directly. Non-certified copies cost $0.50 per page. Certified copies run $5.00 for the first page and $1.00 for each page after that.
The court also provides forms for people who are handling their own cases without an attorney. Staff can point you to the right forms but cannot give legal advice. If a case is older and not in the Odyssey system yet, the court can search by party name or case number during regular business hours Monday through Friday.
Kitsap County Superior Court and Bremerton Felony Cases
All felony cases involving Bremerton residents or offenses committed within city limits are filed at the Kitsap County Superior Court. The Clerk of Superior Court is at 614 Division Street, Port Orchard, WA 98366. The courthouse is open Monday through Friday from 8:00 a.m. to 5:00 p.m. You can review case records at a public access terminal in the courthouse or order paper copies from the clerk's office.
Superior Court records cover felony charges, plea agreements, sentencing orders, judgment rolls, and all related filings from criminal proceedings. These are public under GR 31. Non-certified copies cost $0.50 per page. Certified copies are $5.00 for the first page and $1.00 per page after that. If you only need to confirm a case exists or check a disposition, the Odyssey Portal is faster and free.
Bremerton is the largest city in Kitsap County. A significant share of the Superior Court's criminal docket involves Bremerton cases. For sealed records or juvenile records, a court order is required before access is granted. The clerk's office can tell you whether a record is sealed and what steps are needed to request access through the court.
Note: Felony records are held at the Kitsap County Superior Court in Port Orchard, not at Bremerton City Hall or the Municipal Court.
Bremerton Police Department Records
The Bremerton Police Department Records Division processes public records requests for police reports, incident logs, arrest records, and related law enforcement documents. Requests can be submitted online through the city's public records portal, by mail, or in person at the department. The Records Division responds under the Washington Public Records Act, Chapter 42.56 RCW.
Conviction records held by the department are public. Non-conviction data, meaning arrests that did not lead to a conviction where proceedings have ended, is restricted under RCW 10.97. Under RCW 10.97.080, non-conviction data can only go to criminal justice agencies or to the subject of the record. Active investigation files are also exempt until the investigation closes. If you get a report back with redacted sections, those are typically non-conviction entries or protected third-party information.
For a full statewide picture, the Records Division refers requestors to the WSP WATCH system. Local police files only cover incidents handled by Bremerton officers and do not reflect charges filed in other jurisdictions or convictions from other counties.
Statewide Background Checks Through WSP WATCH
The most reliable way to get a verified criminal history for a Bremerton resident is through the Washington State Patrol. The WATCH system (Washington Access to Criminal History) delivers conviction records online right away for $11.00. You pay by credit or debit card and get instant results. WATCH draws from a fingerprint-linked statewide database, which makes it more accurate than a name-only search at the city or county level.
Mail requests are also accepted. Use the official Request for Conviction Criminal History Form from the WSP Criminal History Records page. A name-based mail request costs $32.00. A fingerprint-based mail request costs $58.00 and is more precise since it eliminates name-match ambiguity. Mail processing takes about 7 to 10 business days. In-person visits to the WSP office at 106 11th Ave SW, Suite 1300, Olympia, WA 98501 are accepted Monday through Friday, 8:00 a.m. to 5:00 p.m.
If you want to check your own complete record, including non-conviction data, you can do that in person in Olympia at no cost for up to thirty minutes. You must bring a valid government photo ID and may be fingerprinted to confirm your identity. This free self-review option is not available online.
Note: WATCH includes conviction records and arrests less than one year old with pending dispositions. Non-conviction data older than one year is not shown in general public searches.
Kitsap County District Court and Bremerton Cases
The Kitsap County District Court handles misdemeanor and gross misdemeanor cases outside of Bremerton city limits, traffic violations, civil matters under $100,000, and small claims across Kitsap County. The District Court operates at multiple locations including a division in Bremerton, which makes it convenient for city residents who have cases in this court. All District Court records are searchable through the Odyssey Portal.
Some misdemeanor cases involving Bremerton residents may appear in the District Court rather than Municipal Court if the offense happened outside city limits but within Kitsap County. If you are not sure which court holds a specific case, the Odyssey Portal search will find it regardless of which court filed it, as long as the case is in the system.
Public Records Requests for City of Bremerton Records
For records from other Bremerton city departments, use the City of Bremerton public records request process managed by the City Clerk's Office. This covers city emails, permits, meeting minutes, and other government documents. Police records go to the Police Department. Court records go to the Municipal Court under GR 31, not the Public Records Act.
Under RCW 42.56.520, the city must respond within five business days of receiving a request. The response might provide the records, give a timeline for when they will be ready, or explain a denial with a specific statutory reason. You do not need to explain why you want the records. Fees cover only the actual cost of copying or reproduction, not staff time. Electronic delivery is the fastest and cheapest option when records can be sent digitally.
If a request is denied, you can appeal to the Kitsap County Superior Court. The city then has to prove the exemption applies. Most routine requests, like general incident statistics or public meeting records, are approved without dispute.
Conviction vs. Non-Conviction Data Rules
Washington's Criminal Records Privacy Act, RCW 10.97, draws a clear line between what is public and what is not. Conviction records, meaning cases that ended in a guilty plea, verdict, or other adverse disposition, are public under RCW 10.97.050. Anyone can get them.
Non-conviction data is different. Under RCW 10.97.030, records from cases that did not result in a conviction and where proceedings have ended can only go to criminal justice agencies, the subject, or others specifically authorized by law. When an agency releases a rap sheet that mixes both types, it must redact the non-conviction portions before handing it over to the public.
If you think your record has errors, submit a Request for Modification of Record Form to the Washington State Patrol. The Criminal History Records Section reviews the challenge and makes corrections if supported. Deletion of old non-conviction records falls under RCW 10.97.060, which sets specific waiting periods and conditions that must be met first.
DOC Inmate Search and Sex Offender Registry
To check whether someone from Bremerton is currently in a Washington state prison, use the Department of Corrections Incarcerated Search. The database lists name, DOC number, age, and current facility. For release dates or supervision conditions, contact DOC directly. Federal inmates are not in this database; check the Federal Bureau of Prisons site for those cases.
For registered sex offenders in or near Bremerton, the statewide public registry is at WASPC Sex Offender Information, maintained by the Washington Association of Sheriffs and Police Chiefs. Class A sex offense convictions require lifetime registration. Class B carries fifteen years. Class C requires ten years. Offenders register in person with the Kitsap County Sheriff under RCW 9A.44.130.
Bremerton Crime Statistics and Digital Archives
The Bremerton Police crime statistics page provides general data about criminal activity in the city compiled from police reports and incident records. This gives a broad picture of crime trends but is not the same as individual criminal history records, which must be requested from the appropriate court or agency.
For older Bremerton or Kitsap County criminal cases not yet in the Odyssey system, the Washington State Digital Archives may have Superior Court records, older case files, and judgment rolls going back decades. Some older material is only available in person at the Western regional archives branch. The MRSC resource on Criminal History and Arrest Records is a good overview of which records are public under Washington law and which are restricted.
